ADMINISTRATIVE
BODIES AND INDIVIDUALS
Section 1. Administrative
Body: (See Article II, Sections 1, 2
& 4 of the KJCCC Constitution.)
Section 2. Executive
Committee: The executive committee is
composed of the conference president, the immediate past conference president,
the conference president elect, and the conference secretary-treasurer. The duties of the executive committee include:
a. Changing of a by-law to address an
immediate problem or situation of a serious nature, which may have a
detrimental impact on the conference or its operations. This change can be made at any time with the
written/e-mail consent of at least two-thirds (2/3) of the presidents of the
member institutions. Such approval would
be later ratified by formal vote at the next annual meeting. (
b. Monitoring the performance of the
conference commissioner and other staff.
c. Make recommendations to enhance the
operation of conference activities.
d. Procedures governing appeals shall be
the same as those provided in KJCCC By-Laws, Article IV. (
Section 3. Athletic
Committee/Officiating Committee: The athletic committee shall be composed
of four (4) member community college athletic directors and the President of
the conference, who shall serve as the chairman. Two committee members shall be chosen from
the Western Division and two from the Eastern Division. Members shall be elected
by the administrative body for two-year terms at the March meeting. In the event of a vacancy, the executive
committee members shall appoint a representative from a KJCCC member college to
complete the term in question. (
Members:
a. The Officiating Committee shall oversee
the activities of the designated supervisor of officials for the following
sports:
Baseball Football
Basketball Volleyball
Soccer Softball
b.
Duties: The Officiating Committee shall:

the duties, job description and pay rate for each designated supervisor of
officials:
2. Recommend the hiring, retention or
firing of designated supervisor of officials to the Conference
Presidents/Athletic Directors at the spring meeting:
3. Meet and confer with the conference commissioner
and designated supervisor of officials at the end of each sport season:
4. Report, in writing the results of the
meetings with each designated supervisor of officials:
5. Recommend pay rates for officials for
each sport:
6. Recommend changes to the by-laws
relative to officiating.
Section 4. Conference
Commissioner: The administrative body
of the KJCCC shall employ a commissioner who shall function according to the
following job description:
a. As the executive officer of the
conference, the major function of the commissioner is to maintain a high
quality intercollegiate athletic program through prudent interpretation and enforcement
of the Conference Constitution and By-Laws.
b. Provide enthusiastic leadership and
promote the conference through media.
c. Serve as the professional consultant
for the conference administrative body and the executive committee.
d. Recommend changes in the constitution
and by-laws that will enhance conference activities and make other recommendations
that will expedite conference business.
e. Accept delegated authority to direct
all conference functions according to the constitution and by-laws. His/her principal responsibilities are to:
1) Interpret and rule on all questions
regarding the constitution and by-laws and their enforcement. Be accessible, by telephone and/e-mail and
respond to any written request for an interpretation made by a conference
athletic director or president. This
response will be in writing within one week. Copies of all such written
interpretations shall be mailed to the presidents and/or athletic directors of
all conference colleges.
2) Conduct such investigations as deemed
appropriate, and assess penalties against member colleges, coaches, athletes
and others, for the Conference Code of Ethics.
The Commissioner may find it necessary to contact the NJCAA about
possible violations or ask for interpretations of the NJCAA By-Laws, and when
appropriate together with the NJCAA, conduct an investigation. This would
necessitate the need to share pertinent information with the NJCAA. All
communication between the Commissioner, the NJCAA, the colleges, or others
involved will only be shared with the President of the college involved,
members of the KJCCC Executive Committee, and when appropriate the NJCAA. Any
communication or release of information concerning an investigation or enforcement
actions related to an investigation may only be released by the President of
the KJCCC.
3) Attend all meetings of the athletic
committee, regular and special meetings of the administrative body, of the
executive committee, and of the conference coaches. Organize and direct conference scheduling
meetings (all sports except football at August meeting and football at March
meeting) after which he/she shall forward all conference schedules to
4) May designate supervisors to assign all
conference and non-conference sports officials and may require all approved
conference officials to attend clinics.
5) Establish the selection process for
all-conference teams in football, basketball, baseball and volleyball, soccer,
golf, and softball. Announce the
all-conference teams appropriately. (
6) Keep records of conference championships,
all-conference teams and holder of records in recognized conference athletic
activities.
7) Maintain a file of all required
eligibility materials and letters-of-intent.
Make the items available for examination by the legal representative of
any conference college upon request.
Double signing of letters-of-intent and the commissioner's rulings on
these signings will be communicated to the schools involved.
8) Schedule periodic visits to the
campuses of member colleges.
Section 5. Conference
Secretary/Treasurer: To serve as recorder for all official conference meetings
and distribute written copies of all action promptly to each conference member.
Performs all duties as
treasurer of the KJCCC.
