POLICIES
AND PROCEDURES FOR CONDUCTING ATHLETIC ACTIVITIES
Section 1.
Section 2. Coaches will
not be allowed to telephone members of the athletic committee/officiating
committee or the commissioner’s office regarding officiating. Concerns and/or
complaints regarding officials or the manner in which a contest is officiated
must be directed to a member of the officiating committee through a letter from
the athletic director of the institution expressing concerns along with a copy
of the video (with voice over).
In order to disapprove
officials for home and/or away games for the following year, a signed letter
from the president of the KJCCC college requesting a
disapproval must be mailed to the Commissioner. (
Section 3. Each hosting
college shall provide adequate dressing room facilities for game officials. Coaches or their representative shall not enter
official's dressing rooms before, during or following an athletic contest.
Section 4. If an athlete
is involved in an unsportsmanlike incident and/or is ejected from any contest
for any flagrant act, after investigation by the commissioner, he/she is
subject to game suspensions. If an
athlete is ejected two times during any season in a particular sport, he/she
will not be allowed to participate during the remainder of that season in that
sport unless reinstated by the commissioner.
Any and all altercations
that take place after an athletic contest must be reported to the Commissioners
office with 24 hours by both schools Athletic Directors. e.g.
confrontations or fights that take place after the officials or umpires have
left the court or field. (
Section 5. Compensation
and expenses for officials shall be established by the administrative body at
the March meeting.
Section 6. Video-taping
or filming of sports events by non-participating member colleges shall not be
permitted without the written consent of the participants.
Section 7. Any college
who drops a sport or fails to play a schedule without proper action by their
board of trustees shall be ineligible to participate in any post-season
competition the first year they again participate in that sport. Schools must give one (1) calendar year
notice of intention to drop a sport.
A KJCCC
college that forfeits a conference athletic contest is subject to be ruled ineligible
to participate in post season play after an investigation by the Commissioner.
Further penalties may be imposed upon the school and/or athletic program. (
Section 8. KJCCC AND REGION VI TIE-BREAKING FORMULA. The following formula shall be followed in
deciding all ties (except soccer) for seed, championships and awards.
In case of ties for any
positions in any division, won-loss records against each other are compared
(the teams that are tied). If the tie
remains, compare the record of the tied teams against the first place team, the
second place team, etc. until the tie is broken. However, if the tie still remains:
a. Ties involving four or fewer teams
within the top four places will be broken by flipping a coin.
b. If ties for first still remain:
(1) Involving five teams - draw by lot to
play a single game to eliminate one team.
Seed remaining teams by lot.
(2) Involving six teams - draw by lot and
play two games to eliminate two teams. Seed winner (1) and (2) with seed teams receiving byes (3) and (4).
(3) Involving seven teams - draw by lot to
play an eight-team bracket tournament.
c. If ties for second still remain:
(1) Involving four teams - draw by lot to
play a single game with the loser eliminated.
Winner seeded (2) and teams receiving byes seeded (3) and (4).
(2) Involving five teams - draw by lot to
play two games, losers eliminated. Teams
receiving a bye is seeded (4).
(3) Involving six teams - draw by lot to play
two games with losers eliminated. Draw
by lot to seed winners (2), (3) and (4).
d. If ties for third still remain:
(1) Involving three teams - draw by lot to play
one game with the loser eliminated. Team
receiving a bye is seeded (4).
(2) Involving four teams - draw by lot to play
two games with losers eliminated. Seed winners (3) or (4) by coin flip.
(3) Involving five teams - draw by lot to
play two games, losers are eliminated.
Draw again by lot to play one game.
Pairing team receiving a bye against one of the winners, loser
eliminated. Seed team winning the third
game and winning team receives a bye (4).
e. If ties for fourth still remain:
(1) Involving two teams - play a single game
with loser eliminated.
(2) Involving three teams - draw by lot to
play one game with loser eliminated. The
winner plays team receiving a bye with the loser eliminated.
(3) Involving four teams - draw by lot to
play two games, losers eliminated.
Winners play a third game with losers eliminated.
Section 9. Any KJCCC
coach involved with game official(s) after a contest in any unsportsmanlike
manner is subject to suspension and/or probation. After a coach has been ejected from the
contest, coach must leave immediately and any further confrontation will subject
coach to additional game suspension(s). (
Section 10. Any KJCCC
coach, who discusses with members of the news media, an official's actions or
in the manner in which a game is officiated, will be subject to suspension
and/or probation.
Section 11. Any
canceled conference basketball contest will be rescheduled on the next playing
date.(
Section 12. Any KJCCC
college canceling and/or postponing any football or basketball contest without
proper notification to the commissioner will be required to forfeit the
contest. For all rescheduled contest,
KJCCC By-Law Article VIII, Section 12, will apply.(
Section 13. Any KJCCC
college having a cheerleading or spirit squad that desires to travel and support their team, college and
community should have the right to support their institution if they so desire. Each cheerleader sponsor from the visiting school
should be in contact with the host school cheerleading sponsor to review the
common sportsmanship code that will reinforce and support sportsmanship,
enthusiasm and cooperation. (
Section 14. Player,
Coach and Crowd Behavior
Prior to the baseball
and softball seasons, each institution will be required to submit to the
Commissioner’s Office a list of umpires who will work their institution’s
baseball and softball games. The commissioner will send those umpires
communication that will state they are required to report any and all ejections
of players and coaches. If these ejections are not reported, then those umpires
will not be allowed to work any KJCCC games. Also, any and all ejections must
be reported to the Commissioner’s Office by both Head Coaches of each
institution involved. Failure to do so will result in disciplinary action and
possible suspension. (
Section 15. KJCCC Code of Ethics.
The KJCCC Commissioner
shall have jurisdiction over those events that are not KJCCC sanctioned if
event involves members of the KJCCC. All members of the KJCCC are responsible
to uphold the Code of Ethics anytime and anywhere they are participating.
Members are representing the KJCCC and are expected to comply with that Code of
Ethics during any and all events. Failure to do so will result in disciplinary
action and possible suspension. (
Section 16. Member schools
of the Jayhawk Conference will begin fall practices for all fall sports no
earlier than August 10. (
Section 17. Any
institution’s athletic sport program that is on probation by the NJCAA is not
eligible for the KJCCC championship in that particular sport.
Section 18. All KJCCC
institutions are required to report all of their athletic teams’ statistics, for
football and men’s and women’s basketball on forms provided by the
commissioner; as well as scores and win/loss records for volleyball, softball,
soccer, and baseball to the commissioner’s office no later than 5:00 p.m. each
Monday. Failure to comply with this statistics/records by-law will result in
the suspension of the head coach from his/her respective sport for one (1) game
for the first violation; two (2) games for the second violation, and five (5)
games for any violations thereafter, to be carried over into post season play.

Section 19. The use of high
school signees while still in high school will be limited to on campus
practice. These players even though signed to a letter of intent can not be used in a scrimmage involving other
schools either off or on signee’s campus.

Section 20. The
Administrative Body must first approve any agreement with a NJCAA Football Bowl
organization. The KJCCC Commissioner will have the authority
to
negotiate an agreement on behalf of the KJCCC, but the agreement will not
become binding upon the KJCCC until approved by the Administrative Body.
