( HERE IS THE BY-LAW, AS WRITTEN, THAT HAS RECEIVED MUCH DISCUSSION IN THE MEDIA.  IT CONCERNS SCHOLARSHIP NUMBERS FOR CONFERENCE COLLEGES PLAYING FOOTBALL. )

Current By-Law:  Article VIII. Section 4.c; 4.d; & 4.e

c.Out-of-state player limitations - Only twenty (20) players on the roster may have graduated from non-Kansas high schools or be considered out-of-state athletes who have completed the G.E.D. test.(3-8-99)

A copy of the submitted NJCAA eligibility certification roster must be submitted to the conference office.  Teams are allowed to make up to two substitutions during the football season to the out of state roster.

d.Team participation limits.home and away – Only Sixty Three (63) players, with only 20 out of state, may suit up for home and away conference games.

e.Roster limitations - A maximum of sixty three (63) players may be certified for eligibility purposes. A roster of only  63  certified players for conference games shall be submitted to the Conference Office and to the KJCCC web master before the first game.. Any number changes by players on the roster must be submitted to the Conference Office before the player participates in a game with the new number. If an in state player has a season ending injury prior to the third (3^rd) game (documented by a physician) and meets NJCAA requirements for a medical hardship, he may be replaced by an in state player. An in state player could only be added to a roster if that player agreed to give up his red shirt year. A signed letter by the player must be sent to the Commissioner's Office with the roster change and the letter from the physician. The out-of-state player limit can never be exceeded.  This process must be completed before the fifth (5^th) game of the season.(3-2007)

New By-law proposed: 

C Out-Of-State player limitations: Only thirty (30) players on the roster may have graduated from non-Kansas high schools with no more than twenty (20) players from states other than Missouri, Oklahoma, Nebraska, or Colorado or be considered out-of-state athletes who have completed the GED test. Once the maximum number is reached there can be no additions.

Delete: Teams are allowed to make up to two substitutions

D Team participation limits: A maximum of eighty-five (85) players that includes thirty (30) out-of-state players as per KJCCC Article VIII, Section 4.c may suit up for home games. A maximum of sixty-three (63) players that includes thirty (30) out-of-state players as per KJCCC Article VIII, Section 4.c may suit up for away games.

E Roster Limitations: A maximum of eighty-five (85) players may be certified for eligibility purposes. A roster of only 85 certified players shall be submitted to the Conference Office and to the KJCCC web master before 5 pm two days before the first game and once the maximum number is reached there can be no additions.  A roster of 63 certified players shall be submitted to the Conference Office and to the Opponent for away games before 5 pm two days before the scheduled away game. Any player number changes on the roster must be submitted to the Conference office before the player participates in a game with the new number.  

Delete: season ending substitutes for injuries. 

Rationale:

Allows for an increase number of out-of-state certified players and an increase in the number of players allowed to play at home games. The increase will come from the border states which will off set the limited number of in-state players available.
